I'm only a few chapters into Council at this point, but I'd say it's quite readable without having read the Scar first.
China Mieville has set up the books that way on purpose. Bellis was only mentioned as an afterthought in PSS, and the Scar explains everything you need to know from PSS to make sense (although it's enhanced if you have read it).
Likewise for "Council."
From everything I've heard, it takes place at least a generation after Perdido and the Scar...

I'm about ten pages from the end and yes, you can read Iron Council without having to read the other novels. However, when you read about the nightmares people had long ago, that is a reference to the events of Perdido Street Station.

Yeah, it does help... but not necessary
For example, last year at TORCON, China read to us the chapter where we meet Adley Gladley (chapter 6). It's got a puppet show about a couple of characters one should recognise from PSS...

so it is intresting to know, but not extremly needed? But...if ik hear that there are talkings to dreams and things of PSS, i think that maybe reading PSS is needed and TS not (i am on the moment in the book, nobody knows about a war on new crobuzon. So..don't tell more please). Grt. Deweb

Yeah, you definitely don't need to read The Scar, but the events of Perdido Street Station are only referred to in passing in Iron Council.

Just my never so humble opinion: The Scar, while brilliant, is utterly unessential to a reading of IC, but I would say that PSS is fairly fundamental. You can get by fine without having read it, but much of IC makes more sense after PSS.
- Abyss, did catch the one Grindylow reference in IC.

I read Iron Council and have NOT yet read The Scar or Perdido Station. Of course I don't know what I missed by not having read them, but I found the book understandable and very impressive without having read the others first.

They do refer to each other now and then - but only in passing. The occasional odd historic note.
To me, they are all good and can all be read independantly and in any order.
However: if you do read them in order, the references will make more sense/be more easily linked/remembered.
